Does it hurt to take the SAT / ACT multiple times?

Does it hurt to take the SAT / ACT multiple times? Will colleges question why I took the test for a 4th time? Will it help if colleges see I’m improving my scores by taking the ACT / SAT more? Most students will take the ACT / SAT two or three times.
